City officials said the new Designated Outdoor Refreshment Area, started on Memorial Day weekend, has changed downtown by letting adults carry drinks in special cups—Fork & Ale owner Jeff Blair said his shop served 900 drinks during a busy week.
Carmel police said they did not see more calls after the rule change—helping local businesses gain extra foot traffic.
